Electronic village of Abingdon "91st Day" Subcommittee MINUTES 28 April, 1999 12:30 PM The scheduled meeting of the Electronic Village of Abingdon "91st Day" Subcommittee held in the Johnston Memorial Hospital Cafeteria was opened by Dr. F. H. Moore, Jr. Chairman. There were eight participants present. These included:
On motion of Steve Galyean, seconded by Burt Bassham, the minutes of the 31 March 1999 meeting were unanimously approved as presented. The next item for discussion was that of the status of connections. These were as follows:
At the last meeting, we had discussed beginning the study of extension of EVA services to the Exit 13 area. There was further enumeration of the businesses within this area between the Highlands Union Bank and Exit 13 area that had expressed interest. Additionally the following letter was received from Highlands Union Bank: HIGHLANDS UNION BANK P.O. Box 1128 Abingdon, Virginia 24212-1128 (540) 628-9181 DATE: April21, 1999TO: French Moore and Albert Bradley Town of Abingdon FROM: Bill Chaffin, Consultant for HUB Highlands Union Bank continues to support the Town of Abingdon efforts with regard to the Electronic Village fiber projects. The bank understands that the town may build the fiber system from the bank's 340 W Main St location to the Virginia Highlands Airport west of town. HUB will support this project's construction, which may cost the town $250,000 more or less to complete, subject to the conditions listed below, in the amount of $10,000.00 paid upon project completion. This offer will expire on December31, 1999 if not agreed to or extended by HUB. Conditions: 1. The bank is given 1 pair of single-mode fiber for its private use from 340 W Main Street to 164 Old Jonesboro Road facilities. 2. The bank is given an appropriate "lease" from the Town on the fiber pair above for a period of2O-years. The $10,000.00 above is tendered as prepayment of the lease. The bank will pay the town a usage fee of $35.00 each month for services and maintenance of the fiber pair for the period of the lease. The bank and town consultants will meet and arrive at the lease agreement before the town releases commitments to construct this project 3. The Town installs and maintains the fiber from point to point above at the maximum loss budget as determined by end-to-end insertion loss testing of single-mode fibers at 1310nm and 1550nm from one direction for each terminated fiber span in accordance with TIA/EIA-526-7-Method A.1 as follows: Fiber Loss 1310nm 1550nm Attenuation: (dB/Km) 0.40 0.30 Cable Loss: (dB/Km) 0.40 0.30 Loss Budget (Max. dB per Km) 0.40 0.30 A loss budget allowance for connector loss per fiber span is 1.0 (dB). A loss budget allowance for a fusion splice per fiber span is 0.1 (dB). Example: If the fiber span were 4.50 Km with no fusion splices, the maximum dB loss budget would be 2.8dB @1310nm and 2.35 dB @1550nm. 4. The fiber pair does not connect to any electronic devices between the two end points. The bank shall furnish and operate electronic equipment needed by the bank for the fiber pair. In order to maintain the loss budget of the fiber, if a splice is required a fusion type splice will be used. David Taverner reported that Sprint would not agree to participate in the extension of such service outside of the corporate limits of the Town. Dr. Moore suggested that we would have to find assistance with designing and building such an extension other that Sprint and that this could well be done in conjunction with other companies one of which was now considering an extension of fiber from Lebanon to Abingdon and Bristol. Other ideas were considered for this extension including VPI's study of LMDS. Bill Chaffin warned that an extension of this magnitude would need to be done cautiously and be made scalable and he could participate in its design. The upcoming meeting of the Governor's Commission on Information Technology, "Towards a Statewide Technology Investment Strategy", to be held on May 12, 1999 at the Southwest Virginia Higher Education Center was discussed. The tentative plans of the Town and Washington County for jointly having a display at this meeting were discussed. The recent (4/26) meeting of the Regional Technology Council at which approximately 250 people attended was also discussed. The next meeting was scheduled for May in St. Paul at the Oxbow Restaurant. Mr. Bradley reported that the Town is rethinking how to set up an authority for E V A and that the matter would be held pending further discussion with the Town Attorney, Town Manager and Town Council.
