"91st Day" Subcommittee

MINUTES

The scheduled meeting of the Electronic Village of Abingdon "91st Day" Subcommittee held in the Johnston Memorial Hospital Cafeteria was opened by Dr. F. H. Moore, Jr. Chairman. There were nine participants present. These included:

On motion of Ray Millsap, seconded by Jean Luker, the minutes of the 24 February 1999 meeting were unanimously approved as presented.

The next item for discussion was that of the status of proposed new connections. These were as follows:

Two of the new connections, those of CSE Computers and Millenium Computer Technologies are backbone connections. The Connection for Morefield et al will be a simple connection to a hub already located in the building. The connection for Rachel Fowlkes is actually a relocation of an older connection that was improperly placed. All of these proposed connections were approved with the exception of costing for those which do not have costs attached.

The next item for discussion was that of PennStuart Law Offices. PennStuart has established a satellite office nearby on East Main Street and an EVA connection has been made there to interconnect the two. However, due to PennStuart's software constraints connecting their offices over the E V A network had proved to be unwieldy. They had, therefore proposed to tie together two pieces of existing dark fibers within the splice case to directly interconnect the two offices. The existing EVA rate schedule has no rate set out for this type of connection. Randy Robertson suggested that a charge of $70 per month for this service should be established. After much discussion of this matter, the following facts were found:

     

  1. The satellite office could access the Internet as an extension of the PennStuart network at the established network access fee of $300 per month.

While only unused fibers were contemplated for this connection, those assets were lost to EVA if they were ever needed.

By extension of this scenario, other unrelated offices could request the same treatment, thereby resulting in Internet access at bargain rates for those entities.

It was determined that, to provide equitable connectivity and access to the PennStuart satellite office, the regular E V A rate scale should be applied to this additional office, depending upon the number of computers to be connected, and the $70 premium added to that monthly rate.

The next agenda item was that of notice of the proposed Technology Council organizational meeting to be held at the Southwest Virginia higher education Center on 26 April. Invitations to this event will be sent through Congressman Boucher's Office, but any of our group who does not receive an invitation is welcome and encouraged to attend.

Other upcoming events included the Gubernatorial Information Technology meeting on May 12, also at the Higher Education Center.

The final agenda item was notification that HB 2277 had been signed by Governor Gilmore and would become law as of July, 1999. This bill retained the exemption for Abingdon, but lessened the prohibition against local governments becoming involved in telecommunications.

Under the heading of "other business", Dr. Moore and other members began enumerating the businesses along the West Main Street corridor to Virginia Highlands Airport and beyond. Some of these are as follows:

All of these businesses named above could potentially benefit from an extension of EVA in that direction. On motion of Jay Cox, seconded by Jean Luker and unanimously approved, the E V A 91st day Committee resolved to begin a study of the possibility of an extension of its services to the Airport/ I-81 Exit 13 vicinity.

There being no further business, the meeting was adjourned at 1:30 PM.
