"91st Day" Subcommittee

MINUTES

26 November 1997 12:00 Noon

The scheduled meeting of the Electronic Village of Abingdon "91st Day" Subcommittee held in the Johnston Memorial Hospital Cafeteria was opened by Dr. F. H. Moore. There were ten members present. These included:

The minutes of the 29 October 1997 meeting were approved as presented.

New connections to the Phase 3 fiber project were the first topic of discussion. Connections are underway for Berkana Graphics (Eric Schuler), Copeland, Molinary & Beiger, and Callebs Realty. Randy Boyd had new applications with him for Jessee & Read and for EMS Applications, making a total of five applications to the new system. The question of setting up a target date to make connections was once again discussed. After some different approaches were considered, Steve Laek suggested that we use the 12th - 15th of each month as the deadline for making a new connection on the 12th - 15th of the following month. This approach seemed to be an operable one, so this suggestion was adopted as the standard by unanimous agreement of the members present.

The situation that is arising for "non-users" was discussed. There are two known connections in which a drop and connection box either has or will have been installed, but no use is being made of the connection and, therefore, no monthly fee is being collected. Dr. Moore stated that given the situation of our financing, where the actual connection costs EVA $1,805 and we are charging the individual only $75 for his or her connection and relying on the monthly fees and charges to repay the excess cost of the initial connection, these "non-users" could become a cash flow problem. It was decided that we should bill these users at the regular monthly rate to encourage their use of the system and that in the future, all customers would be charged the $75 connection fee plus the $35 charge for their first month of service; or a total of $110 and every customer will be billed at a minimum of the the $35 monthly charge after initial connection is made. This revised policy and schedule was adopted by the unanimous agreement of the members present.

Jay Cox brought up the question from the previous meeting of alternate means of handling multiple computer fee structure pricing. After further discussion, it was agreed that some revisions to the current rate structure were in order. Currently, the monthly rates for multiple computer users are as follows:

First three computers . . . . . . . $22.00/each/month
Next two computers . . . . . . . . . $16.00/each/month
All over five . . . . . . . . . . . . . . . . $14.00/each/month

t was thought that the "All over five" category could be further broken down into additional pricing tiers and that the actual number connected would be on the "honors" system, but each user should have to fill out a quarterly affidavit about how many computers are connected to the network. Jay Cox will work on this revision for the next meeting.

Jay Cox informed us that the Big Brothers/Big Sisters group had been in touch with him concerning a dial-in connection. They had received some donated computers from Bristol Compressors recently and wished to have Internet access from their office at 114 North Court Street. Jay stated that this was within the area served by EVA and that NetAccess would donate 6 months of service to them from either type of service, but that someone would have to discuss the ongoing charges for this service with their Board of Directors. Ray Millsap volunteered to help with this part.

Pat Shrader explained a promotion for "Extreme Service" awareness being undertaken by the Abingdon United Methodist Church. The URL location for this is:

Al Bradley reported that the interactive children's link had been put into place on the EVA main page by Coni Patrick and Jean Luker.

The next meeting of the EVA 91st Day Subcommittee as revised to fit the Holiday schedule was set for 12:00 noon on 17 December 1997 at the Johnston Memorial Hospital Cafeteria meeting room. The schedule for future meetings in 1988 as discussed was 28 January, 25 February, and 25 March, using our newly established 'last Wednesday of each month' scheduled meeting dates.

There being no further business, the meeting was adjourned.
